The Union of Rural Communes of the Republic of Poland is the largest, nationwide organization of freely associated 644 rural and urban-rural municipalities in Poland. Its origin is associated with the best self-government traditions of the Second Polish Republic in 1926. Recreated after the fall of communism in 1993 URCRP represents interests of municipalities with rural areas in relations with Poland’s government and Parliament, as well as within the Joint Commission of Government and Local Government, actively participating in legislative process. It takes initiative when the interests of municipalities are infringed, new tasks are imposed on them without a proper financial compensation, or the local government rights are limited in the sphere of independent performance of their own tasks. The URCRP safeguards a proper distribution of national and EU funds for rural and urban-rural municipalities.
The URC RP upholds observance of European Charter for Local Self-Government.
The Union defends its member municipalities’ rights in the following fields:
- education,
- finances, including local governments revenues,
- municipal services management and transport,
- legal system concerning local governments,
- local government sovereignty and independence.
